You are presumed to own or have a legal interest in the parcel of real property described in Schedule A of the attached PETITION AND NOTICE OF FORECLOSURE.   This parcel was included on the list of delinquent taxes filed in the Office of Putnam County Clerk on the 12th day of December 2005, Putnam County Index No. 2325/05. A certificate of withdrawal for this parcel was filed on January 7, 2009.   A Certificate of Reinstatement was filed on June 29, 2011.
A proceeding to foreclose on such property based upon the failure to pay real property taxes has been commenced. Foreclosure will result in the loss of ownership of such property and all rights in that property.
To avoid loss of ownership or any other rights in the property, all unpaid taxes and other legal charges must be PAID ON OR BEFORE OCTOBER 20, 2011 at 4:00 p.m. or you must interpose a duly verified Answer in the proceeding. You must make payment by sending a certified check, cashier's check or money order (no personal checks will be accepted) to:

The above-captioned proceeding is hereby commenced to enforce the payment of delinquent taxes and/or other lawful charges, which have accumulated and become liens against the property listed in the attached Schedule A, which is annexed hereto and made a part hereof.   This parcel was included on the list of delinquent taxes filed in the Office of Putnam County Clerk on the 12th day of December 2005, Putnam County Index No. 2325/2005. A certificate of withdrawal for this parcel was filed on January 7, 2009.   A Certificate of Reinstatement was filed on June 29, 2011.   This document serves both as a Petition of Foreclosure and a Notice of Foreclosure for purposes of this proceeding.
PLEASE TAKE NOTICE THAT ON THE 29TH DAY OF JUNE, 2011, THE PUTNAM COUNTY COMMISSIONER OF FINANCE (SOMETIMES HEREINAFTER REFERRED TO AS THE "ENFORCEMENT OFFICER") OF THE COUNTY OF PUTNAM (HEREINAFTER REFERRED TO AS THE "TAX DISTRICT"), PURSUANT TO LAW, FILED THIS PETITION OF FORECLOSURE WITH THE CLERK OF THE COUNTY OF PUTNAM.
Effect of Filing: All persons having or claiming to have an interest in the real property described in the attached Schedule A, are hereby notified that the filing of this Petition constitutes the commencement by the Tax District of a proceeding in the Court specified in the caption above to foreclose each of the tax liens therein described by a foreclosure proceeding in rem.
Nature of Proceeding: This proceeding is brought against the real property only and is to foreclose the tax liens described on the parcel(s) contained in the list of delinquent taxes filed in the office of the Putnam County Clerk on December 12, 2005 which was withdrawn on January 7, 2009 and then reinstated on June 29, 2011. No personal judgment will be entered herein for such taxes or other legal charges or any part thereof.
Persons Affected: This notice is directed to all persons owning or having or claiming to have an interest in the real property described in the attached Schedule A. Such persons are hereby notified further that a duplicate of this Petition has been filed in the office of the Enforcement Officer of the Tax District and will remain open for public inspection up to and including the date specified below as the last day for redemption.
Right of Redemption: Any person having or claiming to have an interest in any such real property, and the legal right thereto, may on or before October 20, 2011, redeem the same by paying the amount of all such unpaid tax liens thereon, including all interest and penalties, and other legal charges which are included in the lien against such real property, computed to and including the date of redemption. Service of Answer: Every person having any right, title or interest in or lien upon any parcel of real property described on the attached Schedule A may serve a duly verified Answer upon the below-name attorneys for Putnam County, the attorney for the Tax District, setting forth in detail the nature and amount of his or her interest and any defense or objection to the foreclosure. Such Answer must be filed in the Office of the Putnam County Clerk and served upon the attorney for the Tax District on or before the date above mentioned as the last day for redemption.

 To Amend Article IX, Section 140-9.2 of the Putnam County Charter Entitled “Required Contract Clauses” adopted by the Putnam County Legislature on July 5, 2011, Resolution R#188.
 This Local Law amends Section 140-9.2 of the Putnam County Code, by requiring that, in connection with new contracts, contract amendments and contract-related change orders, the most current Federal Transit Administration (FTA) required clauses and procedures, and any subsequent amendments thereto, be followed in all contracts funded in part by FTA, and further requiring that the FTA website be checked regularly prior to procurements to insure that these most current clauses and procedures are incorporated into County bid documents.                                                                                                        
Copies of the Local Law are available at the Office of the Putnam County Legislature, Room 313, 40 Gleneida Avenue, Carmel, New York 10512.
 At the aforesaid time and place all persons interested in the subject matter thereof will be heard concerning same. Comments will also be accepted via regular mail submitted to the above referenced address, electronic mail to paul.eldridge@putnamcountyny.gov, and facsimile to (845) 808-1901.
 This Local Law shall take effect forty-five (45) days after its adoption, subject to referendum on petition in accordance with the provisions of Section 24 of the New York State Municipal Law.

AMENDMENT OF SECTION 48A-3
OF THE KENT CODE
PUBLIC NOTICE is hereby given that there has been introduced before the Town Board of the Town of Kent, New York, on July 5, 2011, an amendment to Section 48A-3 of the Kent Code to provide that the Septage Collector shall furnish one copy of the record of inspection to the Putnam County Health Department instead of to the Putnam County Soil and Water District Office.
NOW THEREFORE, pursuant to Section 20 of the Municipal Home Rule Law, the Town Board of the Town of Kent, New York will hold a public hearing on the aforesaid amendment at the Town Offices, 25 Sybil’s Crossing, Kent Lakes, New York, on July 19, 2011 at 7:00 p.m. in the evening of that day at which time all persons interested therein shall be heard. The Town Board will make every effort to assure that the hearing is accessible to persons with disabilities. Anyone requiring special assistance and/or reasonable accommodations should contact the Town Clerk.
