PROGRAM OF PROJECTS

FOR 49 USC §5307

-Public Hearing Notice-

A Public Hearing will be held upon written request of any and all interested parties to provide for comment on Putnam County’s 49 USC §5307 Grant Application(s) Project to be funded by the U.S. Department of Transportation, Federal Transit Administration.  This application is for funding the construction and inspection of Putnam Bikeway IV in Southeast from Putnam Avenue to North Main Street in the village of Brewster for a total estimated project cost of $1,046,811 of which 80% will be Federal funds. 

An application is also being applied for the engineering and construction of the Maybrook Bikeway II, Phase B continuation of Phase A terminus on Route 6 in Southeast to the county line, a distance of 2.5 miles for a total estimated project cost of $3,418,000 of which 80% shall be Congestion Mitigation Air Quality (CMAQ) funds to the U.S. Department of Transportation (USDOT), Federal Transit Administration (FTA) and Federal Highway Administration (FHwA).

A LOCAL LAW to amend Chapter 31 of the Putnam County Code Entitled “County Property” adopted by the Putnam County Legislature on July 3, 2012, Resolution R#168.                                                                  

This Local Law amends Sections 31-4 and 31-8 of the Putnam County Code by providing that, with respect to County-owned and acquired real property, the Legislature shall have the option to offer such property for sale through the applicable multiple listing service by utilizing the services of a licensed real estate broker.  Copies of the Local Law are available at the Office of the Putnam County Legislature, Room 313, 40 Gleneida Avenue, Carmel, New York 10512.

At the aforesaid time and place all persons interested in the subject matter thereof will be heard concerning same.  Comments will also be accepted via regular mail submitted to the above referenced address, electronic mail to maryellen.odell@putnamcountyny.gov , and facsimile to (845)808-1901.

A LOCAL LAW

To Amend Local Law #7 of 1998 which relates to the consideration of the use of Project Labor Agreements in connection with the purchase of construction goods and services for major construction projects.

This Local Law amends Local Law #7 by adding language indicating that when considering the use of a Project Labor Agreement, the heads of all County departments involved must consider the purposes of the competitive bidding statutes, namely, the prevention of favoritism, improvidence, extravagance, fraud and corruption in the awarding of public contracts, and to obtain high quality goods and services at the lowest possible price; and by adding requiring that a predetermination be made in advance of directing the required analysis and preparation of a feasibility/due diligence report by the department heads involved; and by requiring that any analysis engaged in must indicate whether there will be verifiable and significant economic savings as a result of the use of a Project Labor Agreement.  Copies of the Local Law are available at the Office of the Putnam County Legislature, Room 313, 40 Gleneida Avenue, Carmel, New York 10512.

A LOCAL LAW to amend Chapter 25, Article IV of the Putnam County Code with respect to the membership and terms of the Putnam County Veterans Memorial Park Advisory Board adopted by the Putnam County Legislature on July 3, 2012,

Resolution #149.

This Local Law amends Chapter 25, Article IV, Section 25-28 of the Putnam County Code by increasing the number of members on the Putnam County Veterans Memorial Park Advisory Board from 7 to 9, by increasing the number of veterans of the Armed Services of the United States who shall sit on the Board from 2 to 3 and by requiring that 2 of those veterans be active members of the Joint Veterans Council, and finally, by requiring that the Director of Veteran’s Affairs also be a member of said Board.
