This Local Law amends Sections 31-4 and 31-8 of the Putnam County Code by providing that, with respect to County-owned and acquired real property, the Legislature shall have the option to offer such property for sale through the applicable multiple listing service by utilizing the services of a licensed real estate broker.

LOCAL LAW #8- To Amend Article IV, Section 25-28 of Putnam County Code Entitled Membership; Terms
ABSTRACT PROVISION:
This Local Law amends Chapter 25, Article IV, Section 25-28 of the Putnam County Code by increasing the number of members on the Putnam County Veterans Memorial Park Advisory Board from 7 to 9, by increasing the number of veterans of the Armed Services of the United States who shall sit on the Board from 2 to 3 and by requiring that 2 of those veterans be active members of the Joint Veterans Council, and finally, by requiring that the Director of Veteran’s Affairs also be a member of said Board.

LOCAL LAW #9- To amend Local Law #7 of 1998 Project Labor Agreement ref Purchase of Construction Goods & Service for Major Construction Projects
ABSTRACT PROVISION:
This Local Law amends Local Law #7 by adding language indicating that when considering the use of a Project Labor Agreement, the heads of all County departments involved must consider the purposes of the competitive bidding statues, namely the prevention of favoritism, improvidence, extravagance, fraud and corruption in the awarding of public contracts, and to obtain high quality goods and services at the lowest possible price; and by adding requiring that a predetermination be made in advance of directing the required analysis and preparation of a feasibility/due diligence report by the department heads involved; and by requiring that any analysis engaged in must indicate whether there will be verifiable and significant economic savings as a result of the use of a Project Labor Agreement.

NOTICE IS HEREBY GIVEN that pursuant to a resolution of the Board of Education of Carmel Central School District, in the Counties of Putnam and Dutchess, New York, adopted on August 21, 2012, a Special District Meeting of the qualified voters of said School District will be held on

BOND PROPOSITION
RESOLVED:
(a) That the Board of Education of the Carmel Central School District, in the Counties of Putnam and Dutchess, New York (the “District”), is hereby authorized to construct athletic facility and building improvements to the High School building and site thereof (the “Project”), substantially in accordance with and as described in a plan prepared by Sammel Architecture, PLLC, (the “Plan”), which Plan is available for public inspection at the office of the District Clerk, such Project to include (as and where required): bleacher and synthetic turf field replacement; track resurfacing and/or reconditioning; reconstruction and regrading of the field event area; fitness room reconstruction and expansion; improvements to the heating, ventilation, electrical, lighting and telephone systems; and reconstruction of student bathrooms; the foregoing to include the original furnishings, equipment, machinery, apparatus and ancillary or related site and other work required in connection therewith; and to expend therefor, including preliminary costs and costs incidental thereto and to the financing thereof, an amount not exceeding the estimated total cost of not to exceed $4,977,674, provided that the estimated costs of the components of the Project as set forth in detail in the Plan may be reallocated among such components if the Board of Education shall determine that such reallocation is in the best interests of the District;
(b) that $1,000,000 from District fund balance and $150,000 from an anticipated state grant are hereby authorized to be expended for the Project; and
(c) that a tax in the amount of not to exceed $3,827,674 is hereby authorized to pay the balance of the cost of the Project, such tax to be levied and collected in installments in such years and in such amounts as shall be determined by said Board of Education, and that in anticipation of such tax, bonds of the District may be issued, and a tax is also hereby voted to pay the interest on said bonds as the same shall become due and payable.
Such Bond Proposition shall appear on the paper ballots used for voting at said Special District Meeting in substantially the following condensed form:

The voting will be conducted by ballot by paper ballot and the polls will remain open from 6:00 o’clock A.M. to 9:30 o’clock P.M. (Prevailing Time) and as much longer as may be necessary to enable the voters then present to cast their ballots.
NOTICE IS FURTHER GIVEN that pursuant to Section 2014 of the Education Law, personal registration of voters is required. No person shall be entitled to vote at said Special District Meeting whose name does not appear on the register of the District, or who does not register as herein provided.
NOTICE IS FURTHER GIVEN that that the qualified voters of the District may register on any regular business day at the office of the District Clerk, 81 South Street, Patterson, New York, between the hours of 9:00 o’clock A.M. and 4:00 o’clock P.M. (Prevailing Time), until five (5) days prior to said Special District Meeting. No person shall be entitled to vote whose name does not appear upon the School Register or upon the registration list furnished by Putnam and Dutchess Boards of Election for election districts encompassing the District. The register of the qualified voters of said District prepared for the Annual Meeting and Election held on May 15, 2012, shall be used as the basis for the preparation of the register for said Special District Meeting to be held on October 12, 2012. Any person whose name appears on such register or who shall have been previously registered for any Annual or Special District Meeting or election and who shall have voted at any annual or special meeting or any election held or conducted at any time since January 1, 2008, will not be required to register personally for this Special District Meeting. In addition, any person otherwise qualified to vote who is registered with the Boards of Elections of Putnam County and Dutchess County under the provisions of the Election Law, shall be entitled to vote at said Special District Meeting without further registration.
NOTICE IS FURTHER GIVEN that the register of qualified voters shall be filed in the office of the Clerk of the District at the District Office, 81 South Street, Patterson, New York, in said District; that such register shall be open for inspection by any qualified voter of said District between the hours of 9:00 o’clock A.M. to 3:00 o’clock P.M. (Prevailing Time) in each of the five (5) days prior to the vote, except Sunday and at the polling place on the date of said Special District Meeting.
NOTICE IS FURTHER GIVEN that pursuant to section 2018-a, Education Law applications for absentee ballots for said Special District Meeting may be obtained at the office of the Clerk of the District. An application for an absentee ballot must be received by the District Clerk at least seven (7) days before said Special District Meeting if the ballot is to be mailed to the voter, or the day before said Special District Meeting, if the ballot is to be delivered personally to the voter at the District Office. Also, that a list of all persons to whom absentee ballots shall have been issued, will be available for public inspection in the said office of the Clerk during regular office hours until the day of said Special District Meeting. Any qualified voter may file a written challenge of the qualifications of a voter whose name appears on such list, stating the reasons for the challenge.

A report of unclaimed funds has been made to the Comptroller of the State of New York pursuant to Section 302 of the Abandoned Property Law of the State of New York. A list of the names of the persons appearing from the records of the said company to be entitled thereto is in on file and open to public inspection at the principal office of the corporation located at 1441 ROUTE 22, BREWSTER, NY, 10509 where such abandoned property is payable. Such unclaimed funds will be paid by us on or before 10/31/2012 to persons establishing to our satisfaction their right to receive the same. On or before 11/10/2012, such funds still remaining unclaimed will be paid to the Comptroller of the State of New York. Upon such payment, this Company shall no longer be liable for the property.
