Legal Notice NOTICE FOR BID Putnam County RFB-30-18 PIN 8780.53 Morningthorpe Avenue (CR 51) Pedestrian Bridge Connection The Putnam County Department of Highways & Facilities and the Putnam County Department of Planning, Development and Public Transportation are soliciting sealed bids for the demolition of an existing pony truss bridge and construction of a new pedestrian truss bridge (substructure and superstructure) over the East Branch of the Croton River. The existing closed road is to be reconstructed as a 13 foot wide asphalt shared used path with 3 foot wide gravel shoulders, beginning at the intersection with Park Street in the Village of Brewster, Town of Southeast, running approximately 0.13 miles easterly and ending at New York State Route 22 in the Town of Southeast. The project also includes ADA/PROWAG compliant sidewalk and curb-ramps and crosswalk striping at Park Street/ Marvin Avenue, Park Street/Main Street, and Morningthorpe Avenue/ Rt. 22. Pedestrian traffic signals will be constructed at Morningthorpe Avenue/Rt. 22, drainage improvements on Park Street, and new signing and pavement markings on Morningthorpe Avenue and the shared use path. Sealed bids will be received by the Putnam County Purchasing Director at the Department of Purchasing, 40 Gleneida Avenue, Room 105, Carmel, NY 10512 on or before 1 pm on December 19, 2018, at which time they will be opened and read aloud. The County of Putnam officially distributes bid documents from the Purchasing Department or through the Empire State Purchasing Group’s Regional Bid Notification System. Copies of bid documents obtained from any other source are not considered official copies. Only those vendors who obtain bid documents from either the Purchasing Department or the Regional Bid Notification System are guaranteed to receive addenda information, if such information is issued. The work under this contract includes furnishing all labor, materials and equipment to complete the project as required in the Contract Documents. All work must be completed within 200 calendar days from issuance of a Notice to Proceed, exclusive

of any approved project shutdown. NYS Standard Specifications Construction and Materials (September 1, 2018), inclusive of all addenda, must be followed on this project in accordance with Section 100. This is a Federal Aid Project. Federal requirements prevail unless state or local requirements are more stringent. This project is subject to New York State Department of Labor Prevailing Wage Rates PRC#2018012220 and Federal Davis-Bacon Labor rates. The higher of the two must be paid. The Disadvantaged Business Utilization Goal for this project is 9.0%. EEO Goals for this project are 22.6% minority and 6.9% female. Prime contractor and subcontractors will be required to utilize the NYSDOT Equitable Business Opportunity (EBO) computer software for DBE/EEO reporting. Apparent low bidder and their subcontractors will be required to submit a CCA-2 form online to the NYSDOT. All bidders are required to submit particular forms as outlined in the official bid documents, including, but not limited to, Non-Collusive Bidder Certification and Disclosure of Lobbying Activities. There are no M/WBE language or requirements, residential or geographical restriction or requirements and/or Project Labor Agreement requirements associated with this project. Each bid shall be accompanied by a certified check payable to the order of the Commissioner of Finance of the County of Putnam or by a bid bond executed by a surety company acceptable to the County of Putnam made out to the Commissioner of Finance of the County of Putnam, in an amount not less than five percent (5%) of the amount bid. No bidder may withdraw his bid within forty-five (45) days after the date set forth for the opening thereof. The County reserves the right to waive any minor informality in bidding and to reject any or all bids. Successful bidder will be expected to provide performance and payment bonds, insurance documents and to faithfully execute a contract with Putnam County.
