Abstract The Town
of Patterson provides a
Length of Service Award
Program (“LOSAP”) to
the members of the Town’s
volunteer fire departments.
LOSAP is a retirement/
award program that is
used to recruit and retain
volunteers, provided
the volunteers achieve a
certain amount of training
and call response each
year.
LOSAP was established
in 1998 and permitted
members to accrue benefits
at the rate of $20 per
month per year of “active”
service with, after full
entitlement, an award
benefit of $400 per month
(the “1998 Plan”).
LOSAP was then
amended in 2008 to permit
new members to accrue
benefits at the rate of
$30 per month per year
of “active” service with,
after full entitlement, an
award benefit of $600 (the
“2008 Plan”).
It has been requested that
the Town of Patterson cause
LOSAP to be amended to
permit those volunteers
who joined under the 1998
Plan at $20 per month per
year accrue benefits from
2008 forward at the rate
of $30 per month per year
as if they joined under the
2008 Plan.

El Pueblo de Patterson
ofrece un Programa de
Premios por Duración
del Servicio (LOSAP)
a los miembros de los
departamentos de bomberos
voluntarios del Pueblo.
LOSAP es un programa
de jubilación / premios
que se utiliza para reclutar
y retener voluntarios,
siempre que los voluntarios
logren una cierta cantidad
de capacitación y respuesta
a llamadas cada año.
LOSAP se estableció
en 1998 y permitió a
los miembros acumular
beneficios a una tasa de
$ 20 por mes por año
de servicio activo con,
después del derecho total,
un beneficio de premio
de $ 400 por mes (el Plan
1998). LOSAP luego fue
enmendado en 2008 para
permitir que los nuevos
miembros acumulen
beneficios a una tasa
de $ 30 por mes por año
de servicio activo con,

un beneficio de premio de
