Three pit bulls found running at large along Tinker Hill Road in Putnam Valley Monday are now being treated at the Carmel Animal Hospital for extreme emaciation.
Chief Ken Ross of the Putnam SPCA said a Good Samaritan found the dogs at 9:45 am....
